The headquarters of the Church is in Český Těšín.

Above all the purpose of the Church Council is to:

Lead the church in fulfilling the mission that Christ has given to it, to attend that the teaching of the church is in accord with the teaching of the Bible and confessional writings and to develop broadly the life of faith in all areas.
To continue the training of the persons employed in the church.
To validate the pastoral candidates and circuit counsellors (senior) candidates.
To validate the elections of the pastors, circuit counsellors, pastors and circuit presidents.
To appoint administrators, assistant pastors, deacons and other church workers to necessary places in accord with a valid systemization.
To nominate the representatives of the Church Council to the Board of the Silesian Diaconate.
To express its assent to elections of the members of the Board of the Silesian Diaconate.
To supervise the work of circuit counsellors.
To supervise the financial and economical management of the congregations in the church.
To verify and approve the reports of the management of the congregation and circuits.
To determine the planting of new mission stations and congregations, their merger, divisions, events, and cancelations, to take a stance towards the proposal of a circuit council to plant missions stations.
To carry out the rulings of the disciplinary board, admonish and sanction minor church organs and persons, to accept or reject proposals of circuit councils.
To represent the church in relation to other churches and church associations, to strike an agreement with them and submit those agreements to the synod assembly for approval, as this is a condition of their validity.
To manage the church headquarters office, nominate its employees, approve the systemization of employment positions of the church workers and set the height of their salaries, further to attend that that there is at least one pastor or deacon available for every two thousand church members in larger congregations.
To publish SECAC regulations, to attend to the procession of current events in order to include them in the history of the church
To participate together with the synod assembly board in preparations and convocation of the synod assembly, to submit reports of the state of the church and other proposals of minor organs to the synod assembly.
To carry out the resolutions of the synod assembly and attend to their implementation in practice.
To enforce the Institution, Order of the Church Administration, and other church regulations, and submit their interpretation.
To negotiate with schools and respective organs of state administration about matters concerning religious instruction, in regard to the whole of the church.
To found church schools.
To nominate persons employed in the church into boards of the central organs of the Silesian Deaconry.
